Since the launch of the first Pay for Success (PFS), aka Social Impact Bonds, in 2010, PFS have been proliferating in different countries globally. Recently, several Asian countries have also launched PFS as an innovative funding model to address social and environmental issues. Hong Kong is currently exploring PFS as a tool to enhance social outcomes by increasing the efficiency and effectiveness of social service delivery. In this session, we will explore key lessons in PFS development from regional and international contexts to grow a successful PFS pilot in Hong Kong.
