Mr Li is the Chairman of the Wong Tai Sin District Council, Chairman of the Wong Tai Sin District Arts Council, and Member of Board of Directors of the Wong Tai Sin District Health and Safe City. He was elected as Wong Tai Sin District Councillor from 1994 to 2003 and was re-elected as Councillor in 2008.

Mr Li has long been committed in promoting community arts in the district and has helped to secure extra resources for cultural and arts projects for 18 District Councils. With extra funding, Wong Tai Sin District is able to organise the popular Wong Tai Sin District Cultural and Arts Festival annually. Mr Li is instrumental in delivering the $100 million Signature Project Scheme in Wong Tai Sin, including enhancement works for Wong Tai Sin Square and Morse Park. Since the 1990s, he has worked with local residents to bring improvement to the water quality of Kai Tak Nullah, which will soon be revitalised into Kai Tak River – a green urban river corridor.

He was appointed a Justice of Peace and was awarded the Medal of Honour and Bronze Bauhinia Star by the HKSAR Government.
