Dr Luk obtained his B.A. (Hon.) and M.Phil. from the University of Hong Kong and his Ph.D. from the University of Toronto in Canada. He was Lecturer and then Senior Lecturer at the University of Hong Kong’s Department of History and one time served as Sub-Dean of the Faculty of Arts. He also served as Deputy Director of the HKU School of Professional and Continuing Education and Honorary Research Fellow of the Centre of Asian Studies. Currently he is Honorary Associate Professor of the Department of History and School of Chinese as well as programme director for training projects of the University’s China Affairs Office. At one time he was Associate Director (Administration) of the Hong Kong Institute of Education. His main areas of research are modern and contemporary China, with special focus on Chinese communism and cross-strait relations. Other areas include global developments, public policy, higher education and social entrepreneurship.

Dr Luk is founder and Managing Director of DragonNet Consulting Services Limited (since 2008), and founder and convener of Institute for Greater China Studies (since 2012). He is a member of the Board of Directors of Hong Kong Policy Research Institute and has been a member of the Organizing Committee of Social Enterprise Summit since 2008. He co-authored Social Innovation – A Study of the Development of Social Enterprises in Hong Kong (in Chinese, Commercial Press of Hong Kong, 2010) and was chief editor of We Can Change the World – Collected Essays of Social Enterprise Leaders and Social Entrepreneurs of Hong Kong (3 volumes in Chinese by Cloud Publications, Hong Kong, 2012-2013).
